Forced repatriation, Tunisia first destination

Data from the National Authority for the Rights of Persons Deprived of their Liberty

From January 1, 2021 to September 15, 2021, 2.226 people were repatriated from Italy to their country of origin, more than half to Tunisia (1,159). The other main countries of destination are Albania (462) and Egypt (252). 61.2% of repatriations were carried out via charter flights with an onboard guard, 12.3% via commercial flights with an on-board guard and 26.5% via unescorted commercial flights (58% to Albania).
The data, reported by the Associazione Carta di Roma, were released by the National Authority for the Rights of Persons Deprived of their Liberty, which is entrusted by law with the task of monitoring forced repatriation flights.
In releasing the data, the National Authority made a number of recommendations:
- Ensure parliamentary supervision of readmission agreements;
- Introduce a database for critical events or other special events (acts of restraint, medical interventions, protests, escapes, self harming episodes, complaints ...) as a tool for transparency and protection;
- Invest in the training of all police forces employed in forced return operations;
- Providing new professional skills in repatriation flights for cultural mediation and socio-psychological support;
- Guaranteeing to the foreign citizen concerned an adequate notice in order to protect the right of defence and the dignity of the person;
- Strongly aligning the use of coercive measures with international standards;
- Improving health care by ensuring prior assessments of effective eligibility and continuity of treatment and therapeutic programs;
- A decisive and urgent adjustment of the premises located in airports
