REGOLARIZZAZIONE, CONTA IL PAGAMENTO Nuova opportunità per i datori di lavoro che hanno regolarmente effettuato entro il 30 settembre 2009 con modello F24 il pagamento del contributo forfetario di 500 euro per la regolarizzazione di colf e badanti ma la cui istanza di emersione non risulta acquisita al sistema informatico del ministero dell'Interno. I datori di lavoro possono contattare entro il 31 dicembre 2009 il Viminale che fornirà tutte le istruzioni necessarie per completare la procedura. Per sanare la posizione il ministero può essere contattato all’indirizzo internet https://nullaostalavoro.interno.it, oppure al numero telefonico 06.48905810.

There is a new opportunity for employers who paid the 500 euro contribution for the legalisation of home-helps and carers in time by 30 September 2009 using form F24, but whose application to emerge from black market labour was not recorded by the computerised system of the Ministry of the Interior. Employers can contact the Ministry by 31 December 2009 and will be provided with the necessary instructions for completing the procedure. The Ministry can also be contacted at the internet address https://nullaostalavoro.interno.it, or by telephone on 06.48905810 in order to sort out the position of applicants.

Nouvelle opportunité pour les employeurs qui ont régulièrement effectué, avant le 30 septembre 2009 au moyen du formulaire F24, le payement de la contribution forfaitaire de 500 euros pour la régularisation des colfs et « badanti » mais dont l’instance d’émersion ne résulte pas saisie par le système informatique du Ministère de l’Intérieur. Les employeurs peuvent contacter, avant le 31 décembre 2009, le Viminale qui leur donnera toutes les instructions nécessaires pour compléter la procédure. DIVIETO DI SEGNALAZIONE Il ministero dell'Interno ha confermato con una Circolare del 27 novembre scorso il divieto per il personale sanitario di segnalare all'Autorità i cittadini stranieri irregolarmente presenti nel territorio dello Stato. La precisazione, sottolinea il Viminale, si è resa necessaria in seguito alle richieste di chiarimento dopo le modifiche alla disciplina sull'immigrazione apportate dalla legge 94 del 15 luglio 2009. Nella circolare il ministero precisa peraltro che fa eccezione il caso in cui vi sia l'obbligo di referto, a parità di condizioni con il cittadino italiano. Tale obbligo però – aggiunge tra l'altro il Viminale – non sussiste per il reato di ingresso e soggiorno illegale nel territorio dello Stato.

In the circular of 27 November the Ministry of the Interior confirmed that it is forbidden for health staff to report foreign citizens illegally present in the country to the authorities. The explanation, underlined the Ministry, has been made necessary following requests for clarification after the amendments to the immigration regulations made by Law 94 of 15 July 2009. In the circular the Ministry also specified that cases in which reporting is compulsory, on the same basis as for Italian citizens, are to be considered exceptions to this rule. However, the Ministry added among other things, the obligation does not exist for the crime of entry and illegal residence in the country.

Le Ministère de l’Intérieur a confirmé, dans la Circulaire du 27 novembre dernier, l’interdiction pour le personnel sanitaire de signaler aux Autorités les citoyens étrangers présents irrégulièrement sur le territoire italien. Le Viminale souligne que cette mise au point est devenue nécessaire à la suite des demandes d’éclaircissement à propos des modifications de la discipline sur l’immigration apportées par la loi 94 du 15 juillet 2009. Dans la circulaire le Ministère précise, entre autre, que fait exception le cas où il y a l’obligation de rapport, à parité de conditions avec les citoyens italiens. Cette obligation – ajoute entre autre le Viminale – ne subsiste pour le délit d’entré et de séjour illégal sur le territoire italien. 03/12/2009

IMMIGRAZIONE, LA PERCEZIONE In tutti i Paesi di Europa e Nord America i cittadini ritengono che la percentuale di immigrati presenti entro i confini nazionali sia in realtà molto superiore rispetto ai dati ufficiali: gli americani, ad esempio, pensano che la popolazione immigrata negli Stati Uniti rappresenti il 35% del totale, i canadesi il 37% e gli europei in media il 24%. I dati emergono dalla ricerca Transatlantic Trends: Immigration 2009. In generale, come lo scorso anno, anche nel 2009 in tutti i Paesi presi in esame si continua a ritenere che l’immigrazione rappresenti un problema e non un’opportunità. A pensarlo, secondo la ricerca, è circa la metà dei cittadini europei.

In all European countries and North America, citizens believe that the percentage of immigrants resident in the country is much higher than the official data: Americans, for example, believe that immigrants represent 35% of the total population in the United States, Canadians 37% and Europeans on average 24%. This the data emerging in the study Transatlantic Trends: Immigration 2009. In general, as took place last year, once again in 2009 in all the countries examined people continue to believe that immigration is a problem and not an opportunity. Around half of European citizens believe this, according to the study.

Dans touts les pays de l’Europe et de l’Amérique du Nord les citoyens pensent que le pourcentage des immigrés présents dans leur pays est en réalité beaucoup plus élevé que ce que révèlent les données officielles : les américains par exemple pensent que la population immigrée dans les Etats-Unis représente 35% du total, les canadiens 37% et les européens en moyenne 24%. Ces données émergent de la recherche Transatlantic Trends : Immigration 2009. En général, dans tous les pays pris en examen, on continue à penser que l’immigration représente un problème et non pas une opportunité. Selon cette recherche, c’est ce que pense la moitié environ des citoyens européens. 04/12/2009

SPORTELLO IMMIGRAZIONE DI TRENTO La Questura di Trento ha deciso di aprire al pubblico lo Sportello immigrazione anche sabato 12 e domenica 13 dicembre per consentire ai cittadini immigrati di ritirare i permessi di soggiorno pronti. In particolare, gli uffici saranno aperti il 12 dicembre dalle ore 9 alle 12 e domenica 13 dicembre dalle ore 9 alle 13 e dalle ore 14 alle 18. L'apertura straordinaria è stata decisa tra l'altro alla luce del risultato ottenuto dalla Questura negli ultimi mesi: tutte le pratiche arretrate sono state infatti smaltite grazie anche al supporto della Provincia attraverso il Centro informativo per l'immigrazione. Sono ancora molti, quindi, i permessi che devono ancora essere ritirati.

Police headquarters in Trento have decided to also open the immigration help desk to the public on Saturday 12 and Sunday 13 December, to allow immigrants to collect residence permits which are now ready. The offices will be open on 12 December from 9.00 to 12.00 and on Sunday 13 December from 9.00 to 13.00 and from 14.00 to 18.00. The special opening was also decided in the light of the results obtained by police headquarters in the last few months: the backlog of applications has been completely cleared, also thanks to the support of the Province, through the immigration information centre. Hence there are a large number of residence permits which still need to be collected.

La Questura de Trento a décidé d’ouvrir au public le Guichet immigration aussi le samedi 12 et dimanche 13 décembre pour permettre aux citoyens immigrés de retirer les permis de séjour prêts. En particulier les bureaux seront ouverts samedi 12 décembre de 9 h à 12 h et dimanche 13 décembre de 9 h à 13 h et de 14 h à 18 h. L’ouverture extraordinaire a été décidée, entre autre, à la suite des résultats obtenus par la Questura dans les derniers mois : toutes les dossiers en retard ont été en effet traités grâce aussi au support de la Provincia au moyen du Centre informatif pour l’immigration. Les permis qui n’ont pas encore été retirés sont par conséquent encore nombreux. 01/12/2009
