STAMPA E IMMIGRAZIONE
Il rapporto fra stampa e immigrazione sembra “normalizzarsi”. E’ diminuito l’accostamento tra gli stranieri e la criminalità ma resta, negli articoli su questo argomento, una scarsa propensione a verificare le dichiarazioni delle fonti istituzionali. Sono alcuni dei dati emersi da una ricerca condotta recentemente dall'Osservatorio “Carta di Roma”, nato per monitorare l’informazione italiana in materia di immigrazione e asilo. Dallo studio emerge tra l’altro che sono ancora poche, ma in aumento, le buone notizie che riguardano cittadini stranieri. Si fa poi minore ricorso a un uso indiscriminato del termine “clandestino”, ma in un caso è stato utilizzato il termine “negro”.

The relationship between the press and immigration would seem to have “normalised”, with less tendency to associate foreigners with crime. However, there was still little effort to check on the declarations of institutional sources in articles on the subject. This is what emerged in a study recently carried out by the “Carta di Roma” monitoring unit, set up to monitor Italian information regarding immigration and asylum. Among other things, the study showed that there are still few items of good news regarding foreign citizens, although these are on the increase. Less recourse was made to indiscriminate use of the term “clandestine immigrant”, however in one case the term “nigger” was used.

Le rapport entre la presse et l’immigration semble « se normaliser ». Les étrangers sont moins souvent associés à la criminalité mais les articles sur cet argument ont toujours tendance à ne pas vérifier les déclarations des sources institutionnelles. Ce sont quelques-unes des données qui ressortent d’une recherche faite récemment par l’Observatoire « Carta di Roma », créé pour contrôler l’information italienne en matière d’immigration et d’asile. L’étude montre entre autre que les bonnes nouvelles concernant les citoyens étrangers sont encore rares, bien qu’en augmentation. Il semble que le terme « clandestin » soit utilisé avec un peu plus de discernement, même si l’on a eu recours dans un cas au terme « nègre ».

FONDO EUROPEO PER I RIMPATRI
La Commissione europea ha approvato il programma annuale 2010 relativo al Fondo europeo per i Rimpatri. Il documento individua le Azioni alle quali destinare le risorse del Fondo nella prossima annualità. Autorità responsabile per la gestione del Fondo è la direzione centrale dei Servizi civili per l'immigrazione e l'asilo del ministero dell'Interno, in particolare il dipartimento per le Libertà civili e l'Immigrazione. Maggiori informazioni, con il testo del programma 2010 del Fondo europeo per i Rimpatri, sono disponibili sul sito www.cinformi.it.

The European Commission has approved the 2010 annual programme in relation to the European Return Fund. The document identifies the actions for which the resources of the fund will be allocated next year. The authority responsible for the management of the fund is the central administration of the Ministry of the Interior’s civil service for immigration and asylum, in particular the Department for Civil Liberties and Immigration. La Commission européenne a approuvé le programme annuel 2010 concernant le Fond européen pour les rapatriements. Ce document indique les Actions auxquelles destiner les ressources du Fond pour l’an prochain. L’autorité responsable pour la gestion du Fond est la direction centrale des Services civils pour l’immigration et l’asile du ministère de l’Intérieur, en particulier le département pour les Libertés civiles et l’Immigration. NUOVE ASSUNZIONI, COMUNITARI IN TESTA
Nel 2009 l’aumento del numero di occupati immigrati è da attribuire per l’80% a lavoratori comunitari. Il dato emerge da uno studio realizzato dalla “Fondazione Leone Moressa”. Secondo la ricerca in generale gli immigrati, sia comunitari che non comunitari, sono chiamati a ricoprire professioni non qualificate o ruoli di operaio. I servizi alle persone sono ancora una volta il settore di attività che attira nuova manodopera straniera, seguito dalle costruzioni. Va comunque sottolineato un dato importante: il tasso di disoccupazione rimane sempre più elevato tra gli stranieri rispetto agli italiani.

In 2009, 80% of the increase in the number of immigrants employed could be attributed to EC workers. The is the data emerging from a study carried out by the “Fondazione Leone Moressa”. According to the study, in general immigrants from both within and outside the EC are called on to fill unqualified or manual jobs. The sector attracting most new manpower from abroad was once again care services, followed by construction. However, one important fact should be underlined: the unemployment rate remains higher among foreigners than Italians.

L’augmentation en 2009 du nombre de travailleurs immigrés est à 80% due à ceux communautaires. Cette donnée ressort d’une étude faite par la « Fondazione Leone Moressa ». Selon la recherche, les immigrés, communautaires ou pas, exercent en général des professions non qualifiées ou travaillent comme ouvriers. Les services à la personne, suivis du bâtiment, sont encore une fois les secteurs d’activité qui attirent de la nouvelle main-d’œuvre étrangère. Il faut toutefois souligner une donnée importante : le taux de chômage reste toujours plus élevé pour les étrangers par rapport aux Italiens.

CAMBIO DEL QUESTORE A TRENTO
Cambio al vertice della Questura di Trento a partire dalla fine di agosto. Entrerà in carica infatti Giorgio Iacobone, 58 anni, originario di Napoli, laureato in giurisprudenza alla Sapienza di Roma. La nuova nomina è stata decisa dal Consiglio dei ministri su proposta del ministro dell’Interno Maroni. Giorgio Iacobone è entrato nell’amministrazione della Pubblica Sicurezza nel 1975. Si è occupato, tra l’altro, di lotta al terrorismo e alla camorra, di contrasto al traffico internazionale di armi e di lotta al traffico di sostanze stupefacenti. Dal 2006 ad oggi è stato questore di Ancona.

There will be a change at the top of Trento police headquarters starting from the end of August. The post will indeed be taken up by Giorgio Iacobone, aged 58, from Naples and a graduate in Law from the Sapienza University in Rome. The nomination was decided by the Cabinet following the proposal of the Ministry of the Interior, Roberto Maroni. Giorgio Iacobone joined the police force in 1975. Among other things, he has been involved in the fight against terrorism and in combating the Camorra, international arms trafficking and drugs dealing. Since 2006 he has been the Police Commissioner in Ancona.

Changement au sommet de la Préfecture de Police de Trente à partir de fin août. Giorgio Lacobone, 58 ans, originaire de Naples, licencié en droit à l’Université la Sapienza de Rome, deviendra en effet le nouveau préfet de police. Cette nomination a été décidée par le Conseil des ministres sur une proposition du ministre de l’Intérieur Maroni. Giorgio Lacobone est entré dans l’administration de la Sécurité publique en 1975. Son rôle a été, entre autre, de lutter contre le terrorisme, la camorra, le trafic international d’armes et le trafic de stupéfiants. Il a occupé le poste de préfet de police à Ancône de 2006 à aujourd’hui.
