Al centro del ricorso, i requisiti restrittivi richiesti a questa particolare categoria. Respinto invece il ricorso presentato dalla Cgil nazionale e dal patronato Inca per ottenere l’annullamento parziale del decreto. Secondo il sindacato l’ultimo decreto flussi introduce norme restrittive e in particolare in contraddizione con il Testo unico sull'immigrazione.” Secondo il Tar, però, Inca e Cgil non sono legittimati a ricorrere. A part of the 2008 decree on immigration has been suspended by the regional administrative court of Lazio, which has accepted the appeal presented by a number of foreign employers. The appeal centred on the restrictive requirements applied to this category of employers. The appeal presented by the national CGIL and the INCA institution requesting partial annulment of the decree was instead rejected. According to the trade union the latest decree on immigration flows introduces restrictive regulations and in particular is in contradiction with the consolidation act on immigration. However according to the court, INCA and CGIL are not entitled to appeal. 16/01/2009

IMMIGRATI, QUOTA 4.328MILA Al 1° gennaio 2008 gli immigrati in Italia erano 4.328mila, con un aumento del 9% rispetto al 2007. Il 43% viene dall’Est Europa, soprattutto dalla Romania. I dati emergono dal 14° Rapporto Ismu sulle migrazioni. Tra i non italiani regolari sono aumentati i residenti. Secondo l'Ismu ciò dimostra che gli immigrati stanno passando da mera forza lavoro a popolazione vera e propria in senso demografico. Aumentano i minorenni residenti, quasi raddoppiati in quattro anni: nel 2008 hanno raggiunto quota 767mila. On 1 January 2008 there were 4 million 328 thousand immigrants in Italy, with an increase of 9% as compared to 2007. 43% come from Eastern Europe, above all Romania. This is the data emerging in the 14th ISMU report on migration. The number of residents among legal non-Italians has increased. According to ISMU this demonstrates that immigrants are moving on from representing merely a workforce to becoming a genuine population in the demographic sense. The number of these residents under the age of 18 is increasing and has almost doubled in four years, reaching a figure of 767 thousand in 2008. 20/01/2009

MORATORIA PER ROMENI E BULGARI Il governo ha prorogato anche per il 2009 la moratoria per il soggiorno di lavoratori subordinati romeni e bulgari da occupare in determinati settori. Se questi cittadini entrano nel mercato del lavoro italiano per essere occupati con qualifiche diverse dal lavoro dirigenziale e altamente qualificato, deve essere richiesta una specifica autorizzazione all'ufficio competente. L'ingresso dei lavoratori autonomi continua ad essere libero, come naturalmente pure la circolazione per motivi diversi dal lavoro per periodi inferiori a tre mesi. The Italian government has extended to 2009 the moratorium on stays for Romanian and Bulgarian citizens to be employed in certain sectors. If these citizens enter the Italian labour market to be employed in roles other than managerial and highly qualified jobs, a special permit must be requested from the relevant office. POCHI INFERMIERI, SERVONO MIGRANTI La carenza di infermieri in Italia potrebbe essere in parte colmata dall'assunzione di personale proveniente dall'estero. Lo afferma il Rapporto Ocse 2008 sulle risorse umane italiane in ambito sanitario. Malgrado la forte domanda di personale paramedico – afferma però il rapporto – l’Italia rimane un Paese poco attraente per gli infermieri immigrati. Secondo l'Ocse, infatti, lo stipendio non è competitivo, le politiche di immigrazione sono sfavorevoli e la scarsa diffusione della lingua italiana all’estero rende la comunicazione più difficile. However, the report states that despite the strong demand for paramedical personnel Italy is not particularly attractive for immigrant nurses.
