Deadlines, how to submit applications, quota distribution and summary video guide

The 2021 workflow decree was published in the Official Gazette on January 17, 2022. The document, dated December 21 and signed by the Prime Minister Mario Draghi, establishes as a transitional programming of entry flows the entry into Italy of a maximum number of 69,700 non-EU citizens for subordinate work (seasonal and non-seasonal) and for self-employed work.

From 09.00 a.m. of January 12, 2022 the application for the pre-compilation of the application forms is available on the website https://nullaostalavoro.dlci.interno.it; the forms can be transmitted exclusively via telematics.

Applications can be submitted from:
- from 09:00 a.m. on January 27, 2022 for the recruitment of non-seasonal workers, for self-employed workers and for conversions.
These applications also include those for non-seasonal workers in the trucking, construction and tourism sectors relating to citizens of countries that have signed cooperation agreements on immigration with Italy. Instead, for citizens of those countries for which the cooperation agreement on immigration is not yet in force, applications may be submitted only from the fifteenth day following the publication of the cooperation agreement in the Official Gazette;
- from 9:00 a.m. on February 1, 2022 for the recruitment of seasonal workers.
The prerequisite for the compilation and telematic submission of applications is the possession of a SPID identity, as explained in the Circular of the Ministry of the Interior No. 3738 of December 4, 2018, possibly using as a username the same email address used for the SPID identity.
All applications may be submitted until March 17, 2022 and will be processed in the respective chronological order of submission.

 

Quotas (for a detailed distribution with all quotas see attached decree)
The document, dated 21st December and signed by the Prime Minister Mario Draghi, establishes as a transitional programming of entry flows the entry into Italy of a maximum number of 69,700 non-EU citizens for subordinate work (seasonal or not) and for self-employment.
Within the total quotas foreseen, 42,000 workers from Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Korea (Republic of Korea), Côte d'Ivoire, Egypt, El Salvador, Ethiopia, the Philippines, Gambia, Ghana, Japan, Guatemala, India, Kosovo, Mali, Morocco, Mauritius, Moldavia, Montenegro, Niger, Nigeria, Pakistan, the Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia and Ukraine will be able to enter for subordinate seasonal work in the agricultural and tourism/hotel sectors. 
In addition, within the overall 69,700 quotas, 27,700 quotas are specifically provided for non-seasonal subordinate work and self-employment. 
Among the latter, 20,000 non-EU citizens are admitted to Italy for non-seasonal subordinate work in the road haulage, construction and tourism/hotel sectors; these are workers from countries that have signed or are about to sign specific cooperation agreements on immigration.

In particular: 
- 17,000 workers from Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Korea (Republic of Korea), Ivory Coast, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Ghana, Japan, Guatemala, India, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine.
- 3,000 workers from countries with which migration cooperation agreements will come into force during 2022.
