Birth certificate and clean criminal record must be submitted
Citizenship application process for Ukrainians
Please note that, effective January 1, 2026, Ukrainian citizens who intend to apply for citizenship must also submit a birth certificate and a clean criminal record certificate for both new applications and those already pending. This requirement does not apply if the applicant can demonstrate that it is objectively impossible to submit this documentation (for example, because the certificates must be issued by offices that are not operational or are located in areas where the conflict is still particularly intense). For citizenship applications that have already been finalized, it is not necessary to submit a birth certificate or a clean criminal record certificate.
