GRETA, the Council of Europe’s Group of Independent Experts on Combating Trafficking in Human Beings, has published new guidelines for public authorities, relevant agencies, and civil society organizations to ensure that victims of trafficking can exercise their right to obtain a residence permit, as provided for in the Council of Europe Convention on Action against Trafficking in Human Beings (Article 14). 
GRETA’s monitoring of the Convention’s implementation shows that victims of trafficking face long waiting periods or are denied residence permits. Due to limited opportunities to regularize their status and the threat of prompt removal or expulsion, victims are reluctant to come forward for identification and to cooperate during investigations. 
The guidance note highlights the objectives and principles underlying residence permits for victims of human trafficking, as well as the legal basis, procedures, and practical requirements for obtaining such permits, and clarifies their connection to other provisions of the Council of Europe Convention on Action against Trafficking in Human Beings.
