UNHCR: “A paradigm shift is needed to address the phenomenon of protracted exile”
On World Refugee Day (June 20, 2026), UNHCR, the UN Refugee Agency, is launching the “50 by 35” agenda: to halve, over the next decade, the number of refugees in protracted situations who continue to depend on humanitarian assistance, by expanding opportunities for inclusion, self-reliance, and durable solutions.
“Humanitarian aid saves lives,” says UNHCR, “but it is not the end goal, and it does not enable refugees to become active agents capable of shaping their own futures. We need a paradigm shift that creates a new sense of hope and opportunity for people fleeing war and persecution.”
