Commission proposal to be approved by the European Parliament and the Council

The EU Commission has proposed to accelerate the implementation of certain aspects of the Pact on Migration and Asylum, which was adopted last year and is scheduled to enter into force in June 2026. The aim is to help member states process asylum applications more quickly and efficiently for applicants whose claims may be unfounded.
In particular, the Commission has proposed to establish a first EU list of safe countries of origin: Kosovo, Bangladesh, Colombia, Egypt, India, Morocco and Tunisia. Some Member States already have national lists of safe countries of origin. The EU list would complement these lists.
The Commission also considers that the EU candidate countries, in principle, fulfil the criteria to be designated as safe countries of origin because, as part of their path to EU membership, they are working towards the stability of institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities.
According to the proposal, Member States should in any case conduct an individual assessment of each asylum application, regardless of whether the person comes from a safe country of origin or not.

The other proposal to accelerate the implementation of the Pact on Migration and Asylum foresees that Member States may apply the border procedure or an accelerated procedure to persons from countries where, on average, 20 per cent or less of applicants for international protection in the EU obtain international protection.

It is now up to the European Parliament and the Council to reach an agreement on these proposals.
