Residence permits for workers trained abroad and the Blue Card

30/06/2026

A new function has been activated on the services portal for the two types of work-based entry permits outside the quota system

The Ministry of the Interior’s Services Portal has added a new feature for work-related entries outside the quotas set by the immigration quota decree. This was announced by the interministerial portal “ Integrazione Migranti ”.
In the “Sportello Unico Immigrazione” section of the Portale Servizi, it is now possible to electronically sign and submit residence contracts between employers and workers who entered Italy after completing vocational and civic-language training courses abroad (Art. 23 of Legislative Decree 286/1998) or skilled workers who entered under the EU Blue Card procedure (Article 27-quater of Legislative Decree 286/1998).

“Please be advised,” as stated on the Portale Servizi “, that as of today, the feature allowing for the execution of contracts with digital signatures is now operational for the BC and LFE application forms as well. Foreign workers may still provide a handwritten signature, as provided for by current regulations.
Please note that, upon the worker’s arrival, you must enter the worker’s entry data via the dedicated screen available on this Portal in the relevant restricted area; subsequently, you must sign and submit the documentation, which the employer will receive via certified email (PEC).”
