IMMIGRAZIONE, “STATO D'EMERGENZA” L'immigrazione in Italia rappresenta, secondo il governo, un'emergenza da affrontare con poteri straordinari almeno sino al 31 dicembre 2010. Di qui il Decreto del Presidente del Consiglio dei ministri denominato “Proroga dello stato di emergenza per proseguire le attività di contrasto e di gestione dell'afflusso di extracomunitari”. Nel testo del Decreto, già pubblicato sulla Gazzetta Ufficiale, si legge tra le altre motivazioni che viene “ravvisata la necessità di continuare a fronteggiare la persistente situazione di criticità in rassegna con l'esercizio di poteri straordinari, mediante interventi e provvedimenti di natura eccezionale”.

According to the government, immigration in Italy is an emergency to be dealt with using extraordinary powers at least until 31 December 2010. Hence the Prime Minister's Decree entitled "Extension of the state of emergency in order to continue activities to combat and manage the flow of immigrants from outside the EC”. In the text of the decree, already published in the Official Journal, the motivation includes “recognition of the need to continue to deal with a persistently critical situation through the exercising of extraordinary powers, with intervention and measures of an exceptional nature”.

L’immigration en Italie représente, selon le gouvernement italien, une urgence à laquelle il faut faire face avec des mesures extraordinaires, au moins jusqu’au 31 décembre 2010. C’est de cela que découle le Décret du Premier Ministre appelé « Prorogation de l’état d’urgence afin de poursuivre les activités de contraste et de gestion de l'afflux des extracommunautaires». Dans le texte du décret, déjà publié, sur la Gazzetta Ufficiale, on peut lire, parmi les autres motivations, que l’« on reconnait la nécessité de continuer à faire face à la persistante situation de criticité avec l’utilisation de mesures extraordinaires, au moyen d’interventions et de dispositions de nature exceptionnelle ». 27/11/2009

IMMIGRATI POCO BANCARIZZATI Oltre un quarto delle imprese gestite da immigrati in Italia non ha mai avuto relazioni con le banche, nemmeno attraverso l'apertura di un conto corrente. Un rapporto diventato ancora più debole con la crisi economica, che sembra aver reso gli istituti particolarmente “cauti” nell’erogazione di prestiti. Il quadro emerge da un Rapporto realizzato da Unioncamere, Nomisma e Crif. Meno di un quinto delle imprese con titolare straniero richiede prestiti al sistema creditizio, preferendo l'autofinanziamento o il sostegno di amici e parenti. Le comunità cinesi e africane sono quelle che si rivolgono in misura minore agli istituti di credito.

More than a quarter of businesses managed by immigrants in Italy have never had any relationship with banks, even simply by opening a current account. This relationship has become even weaker following the economic crisis, which seems to have made banks particularly "cautious" in issuing loans. This the picture emerging in a report realised by Unioncamere, Nomisma and CRIF. Less than a fifth of businesses with a foreign owner ask for loans from the credit system, preferring self-financing or the support of friends and relatives. The Chinese and African communities are the least likely to request credit from banks.

Plus d’un quart des entreprises gérées par des immigrés en Italie n’a jamais eu de relations avec les banques, même pas pour l’ouverture d’un compte courant. Un relation devenue encore plus faible en temps de crise économique qui semble avoir rendu les instituts particulièrement « prudents» dans l’attribution des prêts. C’est le cadre qui émerge d’un rapport réalisé par Unioncamere, Nomisma e Crif. Moins d’un cinquième des entreprises dont le titulaire est étranger demande des prêts au système de crédit auquel est préféré l’autofinancement ou le soutien d’amis et de parents. Les communautés chinoises et africaines sont celles qui s’adressent en moindre mesure aux instituts de crédit. 26/11/2009

PROGRAMMA EUROPEO SOLIDARIETÀ Sono stati pubblicati gli avvisi per la presentazione dei progetti riguardanti azioni da realizzare sul territorio in favore dei cittadini di Paesi non appartenenti all’Unione europea regolarmente soggiornanti, richiedenti asilo e rifugiati. Verranno finanziati nell’ambito del “Programma europeo solidarietà e gestione dei flussi migratori” con una cifra complessiva di oltre 13 milioni di euro. Dal 30 novembre scorso i soggetti proponenti possono presentare i progetti esclusivamente mediante procedura telematica attraverso il portale del ministero dell’Interno. A call for proposals has been published for projects promoting action to be realised in the area in favour of legally resident citizens, asylum seekers and refugees from countries outside the European Union. The projects will be funded within the context of the “European programme for solidarity and management of migration flows” with overall funding of more than 13 million. Since 30 November proposers can only present projects using the computerised procedure via the portal of the Ministry of the Interior. Further information is available at the site www.interno.it.

Les annonces pour la présentation des projets concernant les actions réalisables sur le territoire, en faveur des citoyens réguliers, demandeurs d’asile et réfugiés provenant de pays qui ne font pas partie de l’Union européenne, ont été publiées. Ils seront financés dans le cadre du « Programme européen de solidarité et de gestion des flux migratoires» grâce à une somme totale de plus de 13 millions d’euros. Depuis le 30 novembre dernier les sujets proposants peuvent présenter les projets exclusivement au moyen de la procédure télématique sur le site du Ministère de l’Intérieur. SPORT, VEICOLO D’INCLUSIONE “Lo sport non è solo attività fisica, competizione e conquista di un trofeo ma anche educazione, socializzazione e inclusione sociale”. E’ questo lo spirito di "All moving - Sport e inclusione", manifestazione in programma a Riva del Garda, in Trentino, il 3, 4 e 5 dicembre e che vedrà la cooperazione impegnata come guida in favore di uno sport che genera integrazione. L’evento è organizzato dalla Federazione Trentina della Cooperazione e dalla Provincia autonoma di Trento insieme a numerosi altri partner. Del rapporto fra sport e immigrazione si parlerà in particolare venerdì 4 dicembre in un seminario presso la Scuola Media Scipio Sighele di Riva, con inizio alle 14.

“Sport does not just mean physical activity, competition and winning a trophy, but also education, socialising and social inclusion”. This is the spirit of "All moving - Sport and inclusion", an event scheduled for 3, 4 and 5 December in Riva del Garda, Trentino, which will see the involvement of cooperatives in encouraging sport as a means of promoting integration. The event is organised by the Federazione Trentina della Cooperazione and the Autonomous Province of Trento, along with numerous other partners. The relationship between sport and immigration will be specifically discussed on Friday 4 December during a seminar at the Scipio Sighele middle school in Riva, starting at 2 p.m.
