IMMIGRAZIONE, I NUMERI ISTAT Sono quasi 3 milioni e 900mila i cittadini stranieri residenti in Italia al 1° gennaio 2009. Il dato arriva dall'Istat, l'Istituto nazionale di statistica. L’incidenza percentuale sulla popolazione complessiva ha raggiunto un valore del 6,5%. Si tratta di una percentuale prossima a quella di altri grandi paesi europei, come ad esempio la Francia e il Regno Unito. Il principale fattore di incremento degli stranieri residenti nel corso del 2008 è costituito dai quasi 500mila iscritti in anagrafe dall’estero. Ad essi si sono aggiunti i circa 72mila nati in Italia da genitori stranieri. Il saldo naturale della popolazione straniera compensa quasi per intero il saldo negativo degli italiani.

On 1 January 2009 there were almost 3 million 900 thousand foreigners resident in Italy. The figures arrive from ISTAT, the national institute of statistics. Immigrants now represent 6.5% of the overall population, which is close to the percentage in other major European countries, such as France or the United Kingdom for example. The main factor in the increase of the number of foreigners resident in 2008 was the almost 500 thousand people coming from abroad. These were joined by around 72 thousand children born in Italy to foreign parents. The natural increase in the foreign population compensated almost entirely for the negative balance among Italians.

Les citoyens étrangers résidents en Italie au 1er janvier 2009 sont près de 3.900.000. Cette donnée arrive de l’Istat, l’Institut national de statistique. L’incidence sur le total de la population ha atteint 6,5%. Il s’agit d’un pourcentage proche de celui d’autres grands pays européens, comme par exemple la France et le Royaume Uni. Le principal facteur d’accroissement des étrangers résidents au cours de l’année 2008 est l’inscription au registre de l’état civil de l’étranger de près de 500.000 personnes. Le solde naturel de la population étrangère compense presque entièrement le solde négatif des italiens. 12/10/2009

NO ALL'EQUAZIONE IMMIGRAZIONE-CRIMINALITÀ Non esiste alcuna corrispondenza tra l’aumento degli immigrati regolari e l’aumento dei reati in Italia. Lo afferma una ricerca realizzata recentemente dal Dossier immigrazione Caritas–Migrantes e dall'Agenzia Redattore sociale. Nonostante le condizioni sociali e normative sfavorevoli – si afferma nello studio – il tasso di criminalità degli immigrati regolari in Italia è solo leggermente più alto di quello degli italiani. Inoltre, se si tiene conto della differenza di età, questo tasso è uguale a quello degli italiani. A influire al riguardo, infatti, sono le fasce di età più giovani, mentre il tasso è inferiore tra le persone oltre i 40 anni.

There is no correspondence between the increase in legal immigrants and an increase in crime in Italy. This was the conclusion of a study carried out recently by the Caritas–Migrantes immigration dossier and the Redattore Sociale information agency. Despite unfavourable social conditions and regulations, the study stated – the level of crime among legal immigrants in Italy is only slightly higher than for Italians. What is more, if the difference in age is taken into account, the level is the same as for Italians. Indeed, younger people are more likely to be involved in crime, whereas the level is lower for those over the age of 40.

Il n’existe aucune correspondance entre l’augmentation des immigrés réguliers et l’augmentation des délits en Italie. C’est ce qui a été affirmé par une recherche récemment conduite par le Dossier immigration Caritas-Migrantes et par l’Agenzia Redattore Sociale. La recherche affirme que bien que les conditions sociales et normatives soient défavorables le taux de criminalité des immigrés réguliers en Italie n’est que légèrement plus élevé que celui des italiens. En plus si en prend en considération la différence d’âge, ce taux est équivalent à celui des italiens. Se sont les classes d’âge les plus jeunes qui influencent cette donnée tandis qu’entre les personnes de plus de 40 ans le taux est inférieur. 12/10/2009

ELEZIONI TUNISINE, SEGGIO AL CINFORMI I cittadini tunisini regolarmente soggiornanti in Trentino potranno votare a Trento per le elezioni presidenziali in Tunisia del 25 ottobre prossimo. I seggi elettorali saranno organizzati dal Consolato tunisino di Milano nel periodo dal 17 al 25 ottobre prossimi e verranno ospitati dal Centro informativo per l’immigrazione della Provincia autonoma di Trento. Il seggio sarà situato al 4° piano dell'edificio in Via Zambra 11 a Trento, sopra il Cinformi. Per recarsi alle urne i cittadini tunisini dovranno essere in possesso del passaporto in corso di validità.

Tunisian citizens legally resident in Trentino will be able to vote for the Tunisian presidential elections on 25 October in Trento. The polling stations will be organised by the Tunisian Consulate in Milan in the period from 17 to 25 October and will be set up at the Autonomous Province of Trento's immigration information centre. The polling station will be situated on the 4th floor of the building in Via Zambra 11 in Trento, above the Cinformi office. In order to vote Tunisian citizens must have a valid passport.

Les citoyens tunisiens séjournant régulièrement en Trentino pourront voter à Trento pour les élections présidentielles en Tunisie du 25 octobre prochain. Les bureaux de vote seront organisés par le Consulat tunisien de Milan dans la période du 17 au 25 octobre prochain et se trouveront au Centre Informatif pour l’immigration du département autonome de Trento. Le bureau de vote sera situé au 4ème étage de l’immeuble qui se trouve en Via Zambra 11 à Trento, au-dessus du Cinformi. Pour aller voter les citoyens tunisiens devront être en possession du passeport en cours de validité. 09/10/2009

OPERATO ED ESPULSO …una curiosità da un fatto realmente accaduto. Un intervento chirurgico non giustifica, in assenza di determinate condizioni, il ritardo nella richiesta o nel rinnovo del permesso di soggiorno. Lo afferma la Corte di Cassazione in una recente sentenza. Secondo la Cassazione, occorre che lo straniero interessato provi l'indispensabilità dell'intervento chirurgico e il suo carattere impeditivo alla richiesta del permesso. Fra i requisiti che giustificano il ritardo nella richiesta del documento di soggiorno vi deve essere inoltre una stretta connessione temporale tra i termini per la domanda del permesso e il periodo di ricovero ospedaliero.

…a curious fact which actually took place. In the absence of certain conditions, a surgical operation does not justify a delay in applying for or renewing a residence permit. This was the decision of the supreme court of appeal in a recent sentence. According to the court, it is necessary for the foreigner concerned to prove that the surgical procedure was indispensible and prevented him for applying for the permit. The requisites which justify a delay in applying for a resident permit also include a close link between the expiry date for the permit application and the period of recovery in hospital.

…une curiosité d’un fait qui s’est réellement passé. Une intervention chirurgicale ne justifie pas, en absence de certaines conditions, un retard dans la demande ou le renouvellement du permis de séjour. C’est ce que la Cour de Cassation a récemment affirmé dans un de ses jugements. Selon la Cassation il est nécessaire que le ressortissant étranger prouve l’ indispensabilité de l’intervention chirurgicale et le fait qu’elle empêche la demande du permis. Parmi les conditions qui justifient le retard dans la requête du document de séjour, il faut en plus qu’il y ait une stricte connexion temporelle entre le délai pour la demande de permis et la période d’hospitalisation. 14/10/2009
