NOVITA’ PER ASILO E RICONGIUNGIMENTO Cambieranno dal 5 novembre 2008 le regole su rifugiati e ricongiungimenti familiari. Entreranno infatti in vigore i decreti legislativi di modifica del governo. In tema di asilo, fra le novità il richiedente in attesa della decisone della Commissione avrà una libertà di circolazione ristretta al luogo di residenza. Sul fronte del ricongiungimento, bisognerà avere risorse economiche pari all’importo annuo dell’assegno sociale, aumentato della metà per ogni famigliare che si intende ricongiungere. Inoltre, sarà più difficile ricongiungere i genitori. CHANGES TO ASYLUM AND REUNIFICATION REGULATIONS From 5 November 2008 the rules regarding refugees and family reunification will change. On this date the government’s legislative decree amending existing rules will come into effect. In relation to asylum, the innovations mean that an applicant awaiting the decision of the commission will have his freedom of movement limited to the place of residence. As far as reunification is concerned, it will be necessary to have economic resources equivalent to the annual amount of the welfare allowance, increased by half for each family member applying for entry. What is more it will be more difficult for immigrants to bring their parents over to join them. 22/10/2008

DECRETO FLUSSI Il Governo sembra intenzionato ad emanare entro l’anno un nuovo decreto flussi per l'assunzione dall'estero di cittadini non comunitari a carattere non stagionale. Il decreto non dovrebbe superare le 170mila unità. Fra le ipotesi, potrebbe essere autorizzato un determinato numero di quote sulla base delle istanze già presentate con il decreto flussi 2007, ma non è da escludere la presentazione di domande "ex novo". La Provincia autonoma di Trento chiederà al Governo di assegnare al Trentino quote di ingresso riguardanti quasi esclusivamente l’assistenza alla persona. DECREE ON IMMIGRATION FLOWS The government would apparently intend to issue a new decree on immigration flows for the taking on of non EU citizens from outside the country for non seasonal work. The decree is unlikely to concern more than 170 thousand places. The possibilities include authorisation of a certain number of quotas on the base of applications already presented according to the 2007 decree, however presentation of new applications cannot be excluded. The Autonomous Province of Trento will ask the government to assign Trentino with entry quotas regarding almost exclusively carers. 23/10/2008

DOMANDE D’ASILO IN AUMENTO Sono oltre 165mila le domande d’asilo presentate nei Paesi industrializzati nei primi sei mesi del 2008. Il dato arriva dall’Unhcr, l’Agenzia Onu per i rifugiati. Gli Stati Uniti restano il Paese che riceve il maggior numero di nuove domande, con il 15% delle richieste. Tra le nazionalità che presentano più domande d’asilo, vi sono stati aumenti fra i richiedenti da Mali, Zimbabwe, Myanmar, Afghanistan, Sri Lanka, Costa d’Avorio, Georgia e Repubblica Democratica del Congo. Si prevede che il numero di richieste d’asilo presentate nell’intero 2008 superi del 10% il dato del 2007. A GROWING NUMBER OF APPLICATIONS FOR ASYLUM More than 165 thousand applications for asylum were presented in industrialised countries in the first six months of 2008. The statistics come from UNCHR, the UN agency for refugees. The USA is the country receiving the highest number of new applications, with 15% of requests. As regards the nationalities presenting the most applications for asylum, there has been an increase in requests from Mali, Zimbabwe, Myanmar, Afghanistan, Sri Lanka, Ivory Coast, Georgia and the Democratic Republic of Congo. It is expected that the number of requests for asylum presented in 2008 will exceed those in 2007 by 10%. 22/10/2008

TRATTA, FENOMENO IN CRESCITA "La dimensione del traffico di persone è inferiore solo a quella del traffico degli stupefacenti e il trend è in crescita”. L'allarme è stato lanciato dal sottosegretario all'Interno. Il fenomeno coinvolge, secondo i dati dell'Organizzazione internazionale del lavoro, oltre 12 milioni di persone. Secondo il sottosegretario all'Interno, è ormai un dato di fatto la relazione fra tratta di esseri umani e sfruttamento dei migranti: le organizzazioni criminali pagherebbero il viaggio al migrante obbligandolo poi a lavorare in nero per loro. HUMAN TRAFFICKING ON THE INCREASE “The level of human trafficking is second only to drug trafficking and the trend is increasing”. The alarm was launched by the undersecretary for internal affairs. The figures of the International Labour Organisation show that the phenomenon involves more than 12 million people. According to the undersecretary for internal affairs the relationship between human trafficking and the exploitation of immigrants is an established fact: criminal organisations pay for the immigrant’s journey and then oblige him to work illegally for them. 24/10/2008
